Zimbabwe Council of Churches Statement on CAB3

 As Zimbabwe awaits the next step in the Constitution of Zimbabwe Amendment Bill No. 3 (CAB3) process following its passage through Parliament, the Zimbabwe Council of Churches (ZCC) reiterates its call for a national referendum on these proposed constitutional changes.


In our Statement of Inputs to Parliament, we maintained that the Bill fundamentally alters the 2013 Constitution, including provisions that extend the tenure of current office holders. Given the far-reaching nature of these amendments, we believe they require the direct consent of the people through a national referendum, rather than parliamentary approval by institutions and individuals that stand to benefit from the proposed changes.


The 2013 Constitution is a people's covenant. Any fundamental changes to its architecture should be determined by the people themselves.
